Social media and open-source evidence are now integral to nearly every type of criminal investigation – the evidence uncovered from social media platforms and technology providers can be the difference between a difficult-to-prosecute case and a slam dunk with the jury.
Whether working homicides, sexual assaults, narcotics trafficking, financial crimes, human trafficking, or gang-related offenses, professionals across the criminal justice system are increasingly encountering digital evidence that originates from social media platforms. Understanding how to effectively locate suspect social media accounts, effectively write legal process for them, and obtain/use the evidence uncovered is essential for 21st-century investigators, analysts, or prosecutors.
This three-day symposium, sponsored by the Oregon Narcotics Enforcement Association, brings together three of the nation’s leading instructors on open source and social media investigations for an immersive and highly focused training event designed to equip attendees with the knowledge, tools, and strategies required to effectively investigate social media platforms and open sources of information. This event is specifically designed for law enforcement personnel, criminal intelligence analysts, and prosecutors, regardless of agency size or area of specialization.
The instructors have been collaborating for over a year to ensure their presentations all complement one another, the most important and useful topics are thoroughly covered, and case studies are applicable to investigators, analysts, and prosecutors assigned to all disciplines (sex crimes, violent crimes, property crimes, narcotics, etc.).
All students will leave this class with access to an online portal containing links to every resource, tool, software, and website discussed in class for quick reference. The student portal will also include dozens of templates for social media warrants, court orders, and numerous quick reference guides to ensure student success after the class.
This symposium is a long overdue training event designed to meet the real-world needs of criminal justice professionals working in today’s rapidly evolving digital landscape. It provides a rare opportunity to learn directly from three subject matter experts coming together to present on a multitude of useful topics, and return to your agency with immediately actionable skills that apply to a wide range of investigations.

January 27 - Tuesday
Michele Stuart of JAG Investigations, a nationally recognized expert in open-source intelligence (OSINT). Her instruction will focus on the practical use of publicly available information to support investigative objectives, including suspect identification, background development, pattern analysis, and lead generation. Attendees will learn how to locate, interpret, and preserve valuable data from a wide variety of digital sources, how to identify suspects hiding behind anonymous usernames and phone numbers, and how to locate suspect social media accounts, among other tactics.
January 28 - Wednesday
Tim Gooler of GBG Consulting (a Northern California Property Crimes Detective) will deliver an in-depth course on social media investigations. The instruction will cover the current landscape of social media-related crime (training and experience), foundational tactics, strategies and tools for social media investigations, effective use of legal process (warrants, pen registers, wire taps, emergency disclosures and more) to obtain valuable digital evidence, and investigative techniques used to exploit major platforms, including Facebook and Instagram. Special attention will be given to chasing IP addresses, navigating VOIP and text messaging applications, utilizing undercover social media accounts with legal and ethical safeguards, and incorporating data from peer-to-peer payment apps such as CashApp, Venmo, and Apple Cash. Emphasis will also be placed on effective report writing, evidence handling, and courtroom presentation.
January 29 - Thursday
Chris Iverson of Cracking the Digital Case (an Oregon Narcotics Detective). His instruction will deep-dive into some of the most prevalent platforms utilized for criminal offenders, including Snapchat, Telegram, TikTok and WhatsApp. Throughout the day, attendees will “deep dive” into productions from these social media platforms to get a first-hand look at what to expect when authoring legal process to them. Students will discuss Cryptocurrency and effectively using it for undercover social media operations. Attendees will also explore the often-overlooked value of evidence sources beyond social media (such as Google, Apple, and cellular records), how they connect to social media accounts and evidence, and how they can be used to corroborate or expand the scope of an investigation.
